According to jefferson, what is a people's duty when their government is abusive?

Jefferson stated in the Declaration of Independence that everyone is born with "Inalienable rights" meaning those rights which no one can take away including the government. When a government is abusive people have the right to disown that government and select a new one. As to be ruled justly includes the birth rights of any people.
