That is why the delegates of the states met at the Constitutional Convention held in Philadelphia, Pennsylvania during the summer of 1787. The purpose was to decide about the new form of government for the United States and to create the new Constitution.

During the convention, two main groups confronted their ideas about the new form of government for the country.
