What happens in a primary election for a local office, such as the mayor of a city? Each political party selects their candidate for the general election based on how citizens have voted.

The top three candidates are chosen for the general election, regardless of political party.

The mayor is chosen after citizens vote, but citizens can only vote for candidates from their political party.

Each citizen votes for one top candidate from each political party.
