Why do you think the League of Nations refused to use force against Japan, Italy, and Germany? (in a short paragraph)

I am writing this answer under the idea that this is before the official start of WW2 (so without further ado) : i would like to say this is because they did not want to risk another war considering the world was still recovering from WW1. That is the reason why they did not declare war on the axis powers until the invasion of czechoslovakia.
