Would you consider naca and nasa socially progressive institutions why or why not?

NACA not so much but it was the spirit of the time. Almost everyone working there was a caucasian male but that was normal in the 50s. NASA is much more progressive and it has numerous females and minorities among its ranks. They employ people form all over the world too because they value expertise and are not conservative.
