The special-purpose districts are part of government unites that are separated from the local government body, but they still had to follow the regulations from the federal governments.

This mean that the special-purpose districts would have the right to make their decision without needing to be controlled by the local governments.  (In schools for example, they had the right to form their own method of teachings without local government interference)

i'd assume india mainly because of how isolated japan was.   plus it is a whole china away.
