Which group had conflicts with silver miners over land and water rights?

Southwest ranchers from Arizona had a conflict with the rights of their silver mining. This is because the guerilla war was happening at the time with the Apaches. The Spanish frontier found Arizona as a boundary which resulted that mining was held back for a time.
