Is imperial rule always a negative experience? are there positive things about empires? the roman empire, for example, brought law and order and roads and aqueducts to gaul. but what if the people still don’t want to be ruled by a foreign power? what if some, half, or most of the people do want foreign rule and the benefits it brings? is there such a thing as a good empire? give examples to back up your answers.
