The Laws of the Twelve Tables is written 450. BC in Rome. It was the earliest attempt by the Romans to make the code. A commission of ten people (Decemvri) was appointed, around 455.BC for the drafting of a law, which is binding both for the patrician and the plebeian, and which consuls had to apply. The formulation of the law was the result of plebeian anxiety, which until then had been excluded from the higher benefits of the Roman Republic,  after the overthrow of the last Roman king and the establishment of the Republic. Namely, immediately after the establishment of the Republic, Rome was ruled by a hierarchy of judges, and only patricians could be judges. This law establishes procedural rights that apply to all citizens of Rome in relation to each other, and thus made concessions to class struggle.
