The statement is a fact. You can tell when a statement is a fact because it can be proven, while opinions cannot be proven.

It could go either way. Some might say "its very obvious that the plebeians were treated poorly and i can prove it". however there are some people who might say " Oh i don't think the plebians were any less well treated than the patrician".  However, I personally think it is a fact.
