We can find the basis of the State of the Union adress in the U.S. Constitution because the U.S. President shall from time to time give information of the State of the Union to the Congress and ask for their consideration in some matters. Over time the meaning of the adress has changed in the beggining it covered the economic situation of the country. Also it was called Annual Message from 1790 to 1946. Since 1947 it's been called like we know it nowadays.

between the two modes of relations between states, i prefer the first, since i believe it is of the utmost importance to satisfy the needs of citizens and work for their development and as a last option to act on the international level.
