Much of Europe before 1914 had prided itself on the relative legal security and stability that many of its states provided for their citizens . . . One of the novelties of the February Revolution in Russia in 1917 was that the pressures of war led to the first major crack in this system, soon to be followed by its complete implosion . . . it was defeat in the Great War, and the collapse of the pre-war system, that allowed new actors to compete violently for power, generally without the relative restraint that had characterized social and political conflicts prior to 1914.
