This is a really bad question... but here goes.

It's going to be D. because they do have implied powers, and that being that all revenue bills must pass through the House of Representatives.

The senate is in less power, because anything revenue related they can only approve. Any bills that have to do with revenue must come from the House and the House only. (House means House of Representatives, just incase that shortened nick name is confusing.)

Something tells me it can also be C. because Gerrymandering does happen throughout the House, and since the House does have jurisdictional advantages, that can help them a lot.

It's not going to be A. because even the Senate can do that, and there are situations where one party can't and same goes with the other.

B doesn't sound exactly right.

D is convincing, and seems to be the right one here as it is true after all.
