What should guide American diplomacy—ideals (such as democracy, peace, justice, liberty, security) OR national interest (such as economic, military, cultural goals and ambitions)?

no every country is held to the same degree as others just some member countries such as the usa and germany are more economically sound so the need to show there support to all others  

i think the answer is: cuba wanted to be independent from spain, and the u.s. wanted to end spanish rule in the west.
