So he decided not to intervene to help the millions of Americans that lost their jobs.

On the other hand, we have a completely different example. As soon as Franklin D. Roosevelt took the presidency, he created the New Deal, a series of programs aimed to help the American people that lost everything after the stock market crash of October 29, 1929.
