My Nast was trying to explain that Boss Tweed, and the others working with him, were hurting New York and doing bad things to it rather then helping it prosper. It even shows how Boss Tweed was going against ideas of Justice and Liberty because he was so politically corrupt and as he only thought about his own personal gain. There was also the part about waiting and this is about how Boss Tweed was getting attention from newspapers and reformers about how he was corrupt, and he was  waiting for everything to calm down so that he could continue doing his evil deeds.
