Explanation:

They are discussing the French and Indian war, which was not until 1754 so we know it's later. And they are discussing rebels, which brings the fact of the declaration of Independence when the colonies declared themselves independent. And we also know that they are discussing not to encourage them, which means they have not gained independence yet, so it cant be the constitution.
