Education and proper behavior are not powerful enough to persuade people to put their interests below the needs of the government's interests. In order for people to cooperate with each other, and stop fighting, they must fear the consequences
of selfish action. There must be harsh punishments for crimes, and people should dedicate their lives to the interests of
strengthening government. As such, they should pursue occupations such as soldiers or farmers. The state should be
strengthened and expanded at all costs. This will bring order to society.
