Even though a family or person is not fighting in the war, they can still help the war effort through war bonds. It also shows the "total war" status with the government receiving financial-aid from the citizens of the US in order to win the war. The Slogan that says "Help Them" gives the audience a chance to actually help those fighting by gradually funding for their supplies.
