The extent of change in the size and scope of the federal government from the period of 1860-1877 are:

Before the period of 1860 in American history, the federal government had limited power and still shared a lot of powers with the state governments and they could not propery govern because they did not have the power to do some things.

With  this in mind, after the American Civil War, we can see that the powers of the government increased and they could tax the people, enter trade agreements with foreign countries and other things which they did not have full control to do before.

From 1860 to 1877 the size, scope, and power of the Federal Government grew. This is a direct cause of the Civil War, which inreased the powers of the federal government of the Union, and also of the aftermath of the war: the Reconstruction Era, which also led to more powers for the federal government so that it could implement all the measures that re-building the country required.
