The basic idea of senator Huey Long's plan was that income over 1 million dollars was taxed at 1 percent. Anything over 2 million would be taxed at 2 percent, and so on, until you get to 100% tax rate on the 100 million dollar amount (or higher). At this point, all that extra money the person earns would go directly to the government. So this would cap anyone from earning over 100 million dollars.
