Identify and explain ONE piece of evidence that undermines the argument that Peter the Great was not a turning point in Russian history.

Peter the Great was Tsar of Russia from 1682 until his death in 1725.  He was the first Russian tsar to travel beyond the borders of his empire. He then took care of the modernization of the vast empire and, above all, promoted science. With the foundation of St. Petersburg, the country focused more on Western Europe.  Peter reformed the military, the Church, commerce, industry, education and health and strengthened Russia into a European powerhouse.
