Imagine that you are an advisor to the President of the United States. A devastating hurricane comes ashore in a distant country which is home to many textile factories which produce clothing for companies based in the United States. The storm causes widespread damage from strong winds and flooding. Within a matter of hours thousands of people become homeless and lack access to clean drinking water, food, or shelter. Countless businesses, including the clothing factories, remain closed, having suffered damage from the storm. This has left families without opportunities for an income to buy basic necessities. There are reports of looting (when people steal from stores during an emergency crisis) in some cities. The situation may have the potential to produce a refugee crisis.
