In the 17th century John Locke introduced the concept of happiness as an objective that rulers should promote by providing individuals with the right to property and to produce gains for their well-being. However, it is in the Declaration of the Rights of Man - when it is proclaimed the independence of the United States, in 1776– that Thomas Jefferson includes "the pursuit of happiness," along with freedom and life, as "self-evident" truths, inalienable rights of men. Years later, in the Declaration of the Rights of the Citizen (1789) the French emphasize equality, freedom, and fraternity, but that document also establishes the "right to happiness of all." Of course, these principles were not initially applied to all human beings until centuries later.

The concept of "Life, liberty" is expressed in one of the most famous works of John Locke: the Two Treatises of Government (1689). According to Locke, men are naturally free and equal, but with the purpose to interact in a healthy society, it was necessary that they transferred some of their rights to a government. Such government had to be elected by the people and changed by the people whenever they decided to, and had to ensure people's stability, conflicts resolutions, and people's right to life, freedom, and property.
The concept of "pursuit of happiness" is said to be taken out from one of the others Locke's work: An Essay Concerning Human Understanding (1689), where the philosopher expressed that "the highest perfection of intellectual nature lies in a careful and constant pursuit of true and solid happiness".
