Charlie gets in line to vote. It’s 1968 and he is 18 years old. When he gets to the front of the line, he is denied and told he should go home because he can’t vote. Are his rights being violated? Why or why not?

Do you have more info about it ? i doubt this is the answer because i don't have all the information but if trouble was brewing in a clinic maybe it was an argument as to which clinic was better or smth of that nature
