All theories are hypotheses, but not all hypotheses are theories. Francis wants to know if a specific hypothesis he is researching is a theory. Which describes how Francis would know the hypothesis is a theory? He could restate the hypothesis as a fact and no longer an explanation.
He could determine whether the hypothesis is based on repeated experiments.
He could perform the experiment and adjust data to match the desired results.
He could design and perform a new controlled experiment to test the hypothesis.

since most of current immigration into the u.s., both legal and illegal, is coming from latin america. it would be very difficult to imagine or rationalize a country my fellow citizens are trying desperately to flee into, would pose a threat to my prosperity or freedom. since the u.s. has a long history of intervention, but no record of permanent occupation, i would not feel oppression is the main objective.  

the largest free trade nation, along with the largest gdp in the world wanting to expand it's economic policy on us, and including us, could only be positive. the u.s. government has no interest in, or way of simply forcing american culture on us. and has no track record of it. other nations that adopted american social culture, or "americanization" did so voluntarily, mainly through the choice of allowing american businesses and u.s. citizens to come into their nations, as free operatives.

according to romans 13: 1-7, 1st peter 2: 12-14, and 1 timothy 2: 1-4, christians as citizens have specific responsibilities to a nation that gives liberties to its people. christians are obliged to live as good citizens by submitting to the human government. honor, or respect, is due to men in the high governmental station. a christian should reflect such respect not to gain some favor but because it is god’s will. peter 2: 14 notes that the purpose of the human government is to promote peace and justice in society. to submit to human government, peter includes three elements; obedience, respect, and good deeds.
