Washington knew that if he decided one side during the war, the other opposition who did not obtain the support would retaliate against united states. This could either create a negative impact for united states' economy, or endanger the citizens'  life if either nations decided to respond in military attacks.

2. He planned to use the tax to reduce the national debt.

At that time, whiskey become one of the hottest export commodities that exist in untied states. Putting tax on whiskey would take more money from foreign countries and give more money to the federal government's budget. This increase in budget can be used to pay off the national debt.

3. The nation could not afford another war so soon after the Revolution. or Washington

After the revolution, united states entered a period of economic stagnation, since a lot of businesses decided to stop their operation and replace it with war-related products. Washington realized that united states need some time to recover from the stagnation. If united involved in another war, the financial burden that united states had to carry would reach the point of no return.

4. The United States should limit interaction with Europe to commerce, or trade.

Washington adopted a naturalistic approach to his foreign policies. This mean limiting all interference with the affair of another nations, whether it's war or trade-related. United states can afford to do this because its territory posses wide variety of natural resources to fulfill the demand/needs of all american people.
