that slaves could only be brought to states with plantations like Georgia, North Carolina, and South Carolina but not to states like Maryland, Delaware, and Virginia
that Congress would not outlaw the slave trade until after 20 years (1808) and that there would be a fugitive slave law which would return escaped slaves to their owners.
