This agreement included three appendices that stated and categorized a species's protection level. It included:

Appendix I: Prohibits all commercial trade, except with a permit.

Appendix II: Regulates trade to limit overuse that threatens species survival.

Appendix III: Allows tarde with a certificate to track the rate.

It failed to get rid of illegal trade of endangered animals because CITES does not provide funding to enforce policing against poaching and does not address poverty or lack of awareness that may be driving illegal trade.
