The people in charge or the government is to blame. They are to blame, because she didn't know any better. She believes the people who are governing her. It's not her fault. People can be so tricky and deceitful, it's not even funny. What she could've done differently was ask herself if this life seems real. Mostly if things are too good to be true it's right. Maybe if she found out what was going on, she could've gathered some people together and rebelled?
