Each state having drastically different ways of living would increase tensions and create divisions among the people. The option that would be most correct would be having representative from every state come together as a committee, and that committee would be in charge of creating laws and enforcing the laws. This would be the most reasonable option because it would ensure that every state had representation and the decisions would be made in the best interests of every citizen, not only a select few.
