I just did the test and The Chinese emperor who knew of the general's plans to overthrow his government deliberately invited the general to play in a polo match. The emperor then had his loyal players knock the general off his horse and beat him repeatedly around the head and chest area with their polo sticks. This was the emperor's way of warning other traitors not to follow the general's lead. By doing so would lead to their untimely death as well. If it was to look like an accident the repeated beating would not have been possible. A less public killing would only have gotten rid of the general and his plans. Therefore, this very public death was used as a warning to others.

hobbes takes the part about controlling human behavior. while locke takes the part of legitimate use of force, since force is not legitimate unless there is consent of the people. 

there are basically 3 goals of the government: 1) maintain order by protecting life and property. 2) providing public goods, those which are typically not provided by the public sector, such as roads and education. 3) promote equality be it political, opportunist or outcome equality.
