A. The Children's Bureau. At first proposed by Lillian Ward, the founder of the Henry Street Settlement (a non-profit social service agency), who communicated the idea to Florence Kelly, another advocate in preservation of children; they both took the proposal to the government, being supported by the then-president Theodore Roosevelt.
