The United States government follows the federal structure. In this type of government, the power is shared between federal and state governments.  

The federal and state government have concurrent and exclusive powers.  Article 4 of the US Constitution deals with the powers of state and federal governments.  Exclusive powers are those powers that are reserved for either the state government or the federal government while the concurrent powers are shared between the states and federal governments.  The exclusive powers of the federal government are to regulate interstate and foreign commerce, declare war, regulate the mail, conduct foreign affairs, and sign treaties with other countries.The exclusive powers of state governments are to establish local governments, conduct elections, maintain militia, and provide for public welfare, health, and safety. The Concurrent powers are shared between the state and federal governments. Collecting taxes, acquiring land for public use, charting corporations and banks, making laws, and enforcing them belong to concurrent powers.  

So, Collect taxes is the correct answer.
