Bush.  In 1992, Bill Clinton won the presidency over Bush. Clinton's campaign focused on changing the economic dynamics that had resulted in an economic downturn by 1991.  Clinton's campaign manager, James Carville, had identified a main issue for what the election was about in a famous phrase: "It's the economy, stupid."
