What did French philosopher Jean-Jacques Rousseau argue? Kings and queens hold absolute power, and citizens must follow the laws of their country. A democracy can work only if citizens agree to give up some of their individual rights. In order for a government’s laws to be valid, the citizens have to agree with those laws. Governments should have a legislative branch, which would have the power to create laws.
