Draco (Thesmothet Drace) was entrusted by the Athenians to write laws in the year 621 BC, being the oldest legislator of Athens. His laws were not usually very strict, as they were not written. The arbitrariness of the laws was unfavourable to the poor, and less influential people. It for example, put the poor against the wealthy, the poor had to mortgage a portion of their land to get food.

Solon on the other hand, meant the goodness of people at heart. He first wrote a law that made the debts of the common disappear, relieving them of the fear of becoming slaves to their creditors.
