Summary of the Articles of Confederation Article IX?

The Articles of the Confederation adopted thirteen separate provisions giving authority to the States and to the central government.  Each State shall retain its sovereignty, freedom and independence, and all powers, jurisdictions and rights which are not expressly delegated by that Confederation. Only Congress has the power to negotiate peace and declare war (with the exception of the situations mentioned in Article 6). To send and receive ambassadors, and to make treaties and alliances with foreign nations. This new document contains three main points for debate in the Congress: the distribution of taxes by population. Granting 1 vote per state. The ability of the federal government to dispose of public property in the West. Article 9 grants Congress authority over certain areas of international policy. It gives it the sole right to declare war. It gives Congress the sole right to send ambassadors to other countries and to make treaties with other countries.
