Imagine you are the Governor of the Province of Quebec. You have just had an influx of immigrants from what were the 13 colonies. They are Anglican, they speak English, they have different customs and laws. They have settled in your territory, however, they do not want to follow the Quebec Act that guaranteed the French Canadians their rights, religions and freedoms. You cannot repeal the Quebec act, however, you need to recognize this new minority.
