I believe the answer is: The taliban

In the past, the united states government supplied the Taliban with various military equipment because they are in direct confrontation with the soviet union, which is the most powerful communist country that considered as united states' main threat. 
After Soviet union retreated, the millitary supply make taliban far more superior compared to other groups in the middle east.
