After defeat of the Germany in IIWW in the Balkans appeared problem with division of the influence zones of Soviet Union and West (GB, USA). In the october 1944, in Moscow, Churchill and Stalin trated unoffical agreement (unless it is false...), which divided zones of influence and in this configuration Greece was in British "zone". But in Greece was EAM - ELAS - it was greek, comunist (so pro - soviet) resistance, which had a big support from Soviet Union, another communist resistance - Jugoslavian partizans of marschal Tito and last, but not least - a part of greek community. So government of liberated in the late autumn Greece couldn't take power without financial and material help of the western coutries. Altough in the december 1944 Stalin treated with Churchill and leaders of greek communists in the Cremlin following unofficial agreement (it really was :)) that power in the Greece will come to the hand of  royalists, greek communist, persecuted by these royalists and pro - western government, started a uprising. Greek gov still needed help, but Great Britain after IIWW also needed help from US (GB was a factual bankrupt), so at the spring 1947 British gov asked Truman to overtake the duty of stabilization situation in Greece, and Congress in the 12 march of 1947 accepted a proclamation of Truman, which became a fundament of the Truman Doctrine. In VI 1944 USA started sending financial help for Greece and Turkey. Civil war in Greece was won by pro - western power thanks to this help. 

Turkey - it's another problem. Turkey was neutral state during the II WW, altough both Germany and Alliances tried to persuade them to join war. So there wasn't a big communist resistance or sth like that. But Turkey had (and still have) a strategical point - sea straits Bofors and Dardanelles. On the other hand. Stalin wanted to press the Turkey to control this country. Soviets tried even to join to their country even two turkish provinces - Kars and Ardahan. But Turkey was determined to defend itself, especially with westren help, and Soviet Union was too exhausted after IIWW to begin following war.
