The two hegemonic forces in this region, then known as the German Confederation, were Prussia, led by the Hohenzollern dynasty, and the Austro-Hungarian Empire.

Since the beginning of the 19th century, there were nationalist ideals that advocated the unification of this region. These ideals gained strength from the liberal revolutions of 1848, which, in the case of Germany, led to a series of unification movements, under democratic and liberal ideals, but which nevertheless failed to secure the union of this territory in one Nation-state.
