Why did congress pass the volstead act to go along with the eighteenth amendment?

The Volstead Act was enacted in 1919 to give enforcement to the Eighteenth Amendment, disallowing the fabricate and clearance of alcoholic beverages. It is named for Minnesota Rep. Andrew Volstead, director of the House Judiciary Committee, who had advocated the bill and restriction.

The demonstration was vetoed by Woodrow Wilson, yet it progressed toward becoming law after Congress casted a ballot to supersede the veto.
