Calhoun, who argued that the Constitution gave the states the power to block the enforcement of federal law. In November 1832, South Carolina announced the tariffs were null, void and nonbinding in its territory. President Andrew Jackson issued a statement that confirmed the supremacy of the federal government in December that year. Many historians believe that South Carolina´s move was really motivated by fears about abolition movements in the North, foreshadowing the Civil War.
