Which question would a government leader most likely ask when using a cost-benefit analysis to make a decision?

Hi. I am not sure if there should be choices included in your post. In case there is none, let me go ahead and answer this one for you. I have a questions that a government leader would most likely ask when using a cost-benefit analysis to make a decision:

1) Which programs are working and not working?
2) How much is the potential return of investment of policy options both for short and long terms?
3) What are the ineffective programs that needs to be removed and what are the recommendations?
