The main purpose of the Tenth Amendment is to clarify limits on the Federal Government.
The 10th Amendment Act was constituted on the basis of Federalism that was one of the basic principles on which the Constitution of the United States was formulated. Federalism and division of powers between the Federal Government and the States ensured that the social, economic and political fabric of the states is protected. The 10th Amendment Act thereby ensured that the Federal Government and State Governments would derive its powers from the postulates from the United States Constitution. The Amendment was necessitated to ease the concerns of anti- Federalists who were opposed to the idea of a strong Federal Government that would encroach upon the powers of legislation of States. Thus, the purpose of the Tenth Amendment Act was twofold, that is, not only it prevented the Federal Government from encroaching upon the regional independence of the states, it also made sure that the formulation of principles of the Constitution would be in accordance with the spirit of Federalism.

The United States Constitution aimed at creating a separation of powers and granted the State Governments complete legislation on those subjects that concerned the state. To avoid any ambiguity with the concept of the subjects delegated for legislation to the Federal Government, the Constitution provisioned the idea of those subjects which were specifically designated for Federal Legislation. The jurisdiction of the Supreme Court justified the exercising of implied powers, which granted the Federal Government the right to legislate on subjects imparted to them by the Constitution. The concept of implied powers has been invoked time and again by the Congress and the Federal Government to legislate on matters that have been explicitly mentioned within the Constitution.
