New York's Samuel J. Tilden had outpaced Ohio's Rutherford B. Hayes in the popular vote and had 184 votes in favor of Haye's 165, with 20 uncounted votes. These uncounted twenty votes become a problem in the 3 states which are Louisiana, South Carolina, and Florida.
