a group of city residents would like a new park in their neighborhood. they submit a signed petition to city hall. the city agrees that a park should be built, and a city planner identifies a suitable location for the park. the location, however, is an overgrown lot abandoned by its owner. it has a building that is clearly a safety hazard. any other location is too far away to suit the needs of the citizens who petitioned.
