Relations with the French deteriorated tremendously in 1797 when the French declared war on American commerce. was granted an independent ministry in 1798, and at the end of that year the Constellation frigate, under the command of Captain Thomas Truxtun set sail for the Caribbean archipelago. His work is described extensively through the diary entries and correspondence. A battle ensued between the Constellation frigate and the French L'Insurgent, which ended with the American victory. At the same time, US President John Adams advocates strengthening the Navy and diplomatic settlement of the dispute with France. The end of the war and the reconciliation with Napoleon in 1800 did not hold Adams, the second US president in power, and in 1801 he lost the election to Thomas Jefferson.
