In this type of government, the monarch has absolute power in the territory he rules over, everyone has to obey his commands, and there is no regulatory body for him. This unfortunately very often has led to tyranny, as every now and then a person that is way to selfish, overly ambitions, and being out of touch with the people, comes to wear the crown, and that doesn't end well.

The cartoon thus provides a clue from where the democracy came from and spread around. The democracy indeed came from Athens, and while it was nothing like the democracy of today, it still set the basis for the further development of this political idea. The democracy in Athens was pretty segregationist, as only the elderly men that had citizenship of Athens were included in the decision making, while the women, slaves, younger men, they were all excluded from the decision making in the council.
